Abstract

The recent trend toward stagnation in anti-corruption efforts has prompted the scholarly community to seek new approaches to optimizing applied anti-corruption activities, including incentive-based preventive measures. The theory of anti-corruption criminological security offers an innovative framework that shifts analytical focus from sources of corruption risk to the objects requiring protection. This theory treats the enhancement of anti-corruption culture as an incentive measure designed to strengthen the resilience of vital social institutions against corruption threats. Since democratic elections constitute a constitutional foundation of Russian society, ensuring the anti- corruption security of the electoral system represents a state policy priority. This study examines the necessity of developing a distinct electoral cultural code in the Russian Federation, rooted in core concepts of Russian national ethics. Considering the challenges currently confronting the electoral system – the proliferation of destructive electoral stereotypes, the fragility of public trust in elections, and the risks of disinformation amid digital transformation – the author explores the anti-corruption potential of the electoral culture ethical foundations. The study concludes that an electoral cultural code oriented toward promoting integrity, fairness, and respect for democratic procedures among voters can serve as an effective measure of anti-corruption protection and make a tangible contribution to ensuring the electoral system criminological security
