Abstract

The article discusses digitalization as a line of anti-corruption policy in the post- Soviet states of Central Asia. CPI 2024 is used as background and is compared with legal and institutional features of five countries in the area. The core part of the paper reviews the international legal framework for introducing digital transparency tools, above all the 2003 UN Convention against Corruption and the practices built around its implementation. The analysis also covers assessment materials and guidance produced within OECD anti- corruption programmes, along with CIS initiatives and the UNODC-supported Central Asia Platform and its 2024–2026 roadmap. Using national examples, the paper describes how e-government services, public procurement platforms and state registries are being digitalized in sectors exposed to corruption risks, and examines issues of regulation, resources and infrastructure readiness
