Abstract

The scientific article examines the theoretical and legal foundations as well as the normative consolidation of the category’s “extremism” and “extremist activity” in the legislation of the Russian Federation. The study analyzes the essential characteristics of these legal concepts and identifies the key features that determine their substantive content within the system of Russian law. Particular attention is paid to the issue of the conceptual correlation between the notions of “extremism” and “extremist activity”, which remain the subject of scholarly debate and diverse interpretation in legal practice. The article explores the distinction between extremism as an ideological phenomenon and extremist activity as a set of specific unlawful actions through which such ideology is manifested in practice. In this context, the paper analyzes the structure and legal content of the provisions of the Federal Law “On Countering Extremist Activity”, as well as the specifics of their interpretation in legal doctrine and law-enforcement practice. In addition, certain gaps and inconsistencies in the current legal regulation of these categories are identified. Based on the results of the study, proposals are formulated aimed at improving the legislation of the Russian Federation in the field of preventing and countering extremist activity, as well as clarifying the conceptual framework used in the legal regulation of this sphere
