- Abstract
This article analyzes the methodological foundations of the Urban Environment Quality Index (UEQI), identifies its limitations, and proposes improvements based on international best practices. The aim of this study is to propose a concept for transforming the UEQI into a multidimensional, human-centered indicator. To achieve this, the following objectives are addressed: a systematic decomposition of the UEQI structure and calculation logic; a comparative analysis with the methodologies of leading international indices; and the development of proposals for integrating subjective, social, and digital parameters into assessments. The research methodology includes a structural, comparative, and critical analysis of data from official Russian sources and international organizations. The result is a substantiated model for improving the UEQI, which includes sociological data, the introduction of weighting factors, and consideration of informal urban activity and digital accessibility. The practical significance of the findings lies in their potential application for updating state methods for monitoring and planning urban development in Russia
