- Abstract
This article examines the measurement and assessment of human capital in the regions of the Siberian Federal District, which comprise a quarter of Russia’s territory and boast challenging natural and climatic conditions, significant industrial potential, and high socioeconomic asymmetry. The article presents the results of testing a modified human capital index as the realized labor potential of the population, taking into account the distinctions between human capital characteristics, the factors that shape it, and the results of its use. This allowed for a valid economic interpretation of the resulting estimates
