- Abstract
The relevance of this study is determined by the need to overcome sociocultural barriers to digital transformation in Russia’s multiethnic regions. When expanding electronic services, it is important to consider the ethnocultural specifics of these territories, where digital inequality is exacerbated by multilingualism, cultural traditions, and infrastructural limitations. The aim of the study is to identify key barriers to digitalization and propose approaches to overcoming them. The methodological basis is an analysis of scientific literature and statistical data. Key obstacles are identified: a lack of digital content in national languages, low digital literacy among rural residents and the elderly, wariness of digital innovation, and religious and ideological limitations. Measures are proposed for the development of multilingual platforms, educational programs, communications infrastructure, and the involvement of local community leaders. A conclusion is drawn regarding the need for interaction between the state, society, and civil society institutions
