Abstract

The article considers stages of administrative and economic reforms in the country in a historical context and their influence on the way of economic management of the Krasnoyarsk Krai within the period of 1928–1940. Stages of industrialization in the Krasnoyarsk Krai, the activity of regional authorities, their competencies and capabilities to affect economic development have been analyzed. The article shows that the processes occurred rather ambiguously and were characterized by high social costs: high rates of regional industrial development were accompanied by diverging and not always productive reforms, by the growth of managerial bureaucracy and suppression of the role of regional governments and also by lagging of industries, oriented towards the production of final consumption items. A retrospective historical review is essential for understanding priorities of the new stage of industrialization in the Krasnoyarsk Krai
