- Abstract
This article discusses the history of the emergence, formation and initial activities of prosecution authorities in the Tuva People’s Republic (1921–1944). This process is studied in conjunction with the socio-political situation and state transformations in Tuva. The authors emphasize the idea that Soviet law had a significant impact on the development of the state legal system of the Tuva People’s Republic, including the activities of the prosecution authorities. The organization of the Tuva prosecutor’s office work was based on the same principle as the prosecutor’s office of the RSFSR. This is evidenced by the content, formulations, dates of adoption of legal acts regulating the activities of prosecutors in Tuva. The analysis of the archival documents and regulatory legal acts allow us to conclude that the tasks assigned to the prosecutor’s office were not fully performed. The reasons for this phenomenon include the following factors: 1) the political situation in the state determined the actual status of the prosecutor’s office, it was in the background in the fight against crime, repression, and practically did not control the activities of the Ministry of Internal Affairs; 2) weak material base, financial difficulties, huge work load and insignificant amount of staff did not allow to perform the functions of the prosecutor’s office in all areas; 3) low level of education and the moral and business characteristics of employees affected the very quality of the work. Nevertheless, the Tuva prosecution authorities, at the stage of their formation, made a significant contribution to the strengthening of law and order in the state, successfully investigating cases of embezzlement of state property and theft, and crimes against the individual and public order
