- Abstract
The main indicator of the effectiveness of state and municipal government is the population dynamics. Existing approaches to evaluating the effects of project activities are limited to a straightforward calculation of key indicators: the number of jobs and budget revenues. This does not allow to fully assess the impact of project implementation on the functioning of certain areas of territorial development. The article considers the possibility of applying the Lowry model to assess the multiplier effects from the implementation of project activities in the municipality on the change in the population of the territory in the future. This tool will take into account the possible impact of all the effects that will arise in the case of the implementation of projects
