- Abstract
This study aims to describe and systematize the work with communities, the needs of their participants, presenting a set of components to form models for activating different associations. With the different forms (real, virtual, hybrid, etc.) that exist in the 2020s and the conditions of voluntary interaction that persist for a long time, communities contribute to the development of social and cultural competence. The extensive empirical base of the study is based on the work of the «Russia – the country of opportunities» (RSV), which brings together the largest human resource, social and educational programs in the Russian Federation. Each year RSV initiates the creation and implementation of over 25 different competitions and projects involving, evaluating, selecting and developing a large number of citizens of the country. At the moment (March 2023), there are 18 million people participating in RSV projects. In thirteen strategy sessions with asset participants, including regional representatives, the analysis of RSV community participants’ expectations is primarily concerned with addressing the demands that enable the growth of individual social and cultural capitals. We identify a query paradigm that represents a unique set of recommendations for creating and successfully engaging with communities by examining datasets of participant values and needs that influence the further development of community members. The perspective development of the topic is determined by assembling the model possibilities under the specific regional tasks of constructing functioning communities of territorial development, initiatives, and projects. Communities, as a unit of higher social density, can provide extra potential for management and influence not just for initiating organizations, but also for the entire country
