Abstract

The paper attempts to develop a toolkit for assessing the conditions necessary to create in rural areas so that they become creative centers of spatial development in order to improve the quality of life of local residents. Based on the results of the survey and interviews of the group of experts, cause-and-effect diagrams of the factors both contributing to the development of creative industries in rural areas and reducing the level of creative activity in them have been made. The author’s methodology for assessing conditions for creative activity in rural areas was proposed, which included 10 criteria for comparing conditions for creative activity. The proposed toolkit will assess whether the region has conditions for the creation of various types of creative centers, as well as to identify indicators to which the leadership of the rural area should be guided in the process of creating creative centers. The proposed methodology is designed to improve the quality of the assessment of conditions for creative activity and the quality of decisions on the introduction and support of creative centers in rural areas
