Abstract

The subject of the research in this article is the study of the relationship between the movement of human capital, population and indicators characterizing the development of the region in terms of socio-ecological, economic and social factors. To quantify these factors, the urban environment quality index, gross regional product per capita, income level relative to the subsistence minimum (according to Rosstat and the Ministry of Construction of the Russian Federation, Dom.RF) were used. Applied research methods: analysis, synthesis, comparison, induction. The analysis was carried out on a sample of regions of Russia with a multidirectional movement of migration flows: Novosibirsk Region, Tomsk region, Republic of Bashkortostan, Republic of Crimea, Khabarovsk Territory, Belgorod Region, Republic of Tatarstan, Samara region. As a result of comparing the movement of human capital and indicators of sustainable development, it was found that there is a relationship between the dynamics of youth movement and the social factor. Socio-ecological and economic factors have a weak influence on the movement of the migration flow of potential applicants. The results obtained can be applied by the authorities in the development of regional and municipal development programs in determining indicative indicators (results). Thus, the employment potential is a key factor influencing the attraction of applicants
