Abstract

Based on archival materials, introduced into scientific circulation for the first time, the practice of implementing one of the directions of the state social policy towards the disabled in 1941–1945 is considered – training and retraining of invalids of the Great Patriotic War in hospitals of the Krasnoyarsk region. The formation of legislation that regulated the process of occupational rehabilitation of front-line soldiers, including labor training, the way of functioning of social services departments for the training of invalids of the Patriotic War, the organization and management of the system of occupational retraining of disabled people in various state and public structures are analyzed. The main principles of organizing and implementing the policy of training and retraining of disabled people in hospitals of the Krasnoyarsk region are presented. The administration of hospitals, together with the social services departments and public education authorities, selected candidates for training, indicated the most demanded occupations for training, and organized classes in special courses. The main problems of labor training of disabled people and ways to overcome them are revealed, the evaluation of the effectiveness of educational activities carried out in 1942–1944 is given. The training and retraining of invalids of the Patriotic War was an integral element of the professional and labor rehabilitation of front- line soldiers. The Soviet government continued to actively implement the practice of “pragmatic humanism”, on the one hand, in conditions of total war, in an effort to remove as much of the disabled citizens as possible from state support, and on the other hand, in order to help the disabled to actualize their hidden resources
