- Abstract
Despite three decades of global efforts to limit the increase in global temperature by reducing net greenhouse gas emissions, the world has not yet reached its peak. It is evident that the existing mechanisms for managing the climate agenda require substantial revision. It is imperative to develop more practical and realistic formats for the involvement of individual countries in the climate process. The article puts forward a new model, namely the establishment of a climate track within the BRICS to agree the goals of low- carbon development and develop adaptation measures. The countries that are major greenhouse gas emitters assume the role of regional leaders of climate policy in cooperation with the countries that are their closest geographic, economic, and cultural partners, which have smaller populations and emit a relatively small share of greenhouse gases globally. Building partnerships in the domain of climate solutions is predicated on the principles of mutual respect for the interests of socio-economic development at the national level, with the objective of achieving a beneficial outcome for all parties involved. This is to be achieved through the exchange of capital and competencies, with the aim of resolving the most pressing regional climate issues. To illustrate the potential for fruitful collaboration on climate change mitigation and adaptation, we draft the specific areas of cooperation between Russia and Kyrgyzstan aiming to demonstrate how they align with the interests of the partners, creating a natural incentive for translating political imperatives to combat global warming into tangible action
