- Abstract
The article presents the results of conceptual design of a modern university as one of the main subjects of youth policy in Russia. This conceptual design was carried out from the standpoint of philosophical and cultural analysis, which involves the consideration and construction of a number of significant concepts using the categorical tools of the philosophy of culture, the theory of culture. The theory of culture as ideal formation in the interpretation of D. V. Pivovarov was taken as a basis. The main socio-technical and socio-cultural transformations are considered, which are fully reflected in the activities of a modern university. Among the most significant technological innovations, digital transformations and the spread of AI technologies stand out, including in the field of higher education. The author’s definition is given to a modern university in the philosophical and cultural aspects as a subject of ideal formation, which has unique specifics, including those associated with the purposeful formation of ideals, standards, norms, values of youth in the context of Russian cultural identity
