Abstract

The investigation of the criminal’s identity is of interest in order to build an anti-corruption security system. Taking into account the regional specifics of corruption crime, the study was conducted in several subjects of the Russian Federation included in the Southern Federal District (SFD): Sevastopol, Republic of Crimea, Krasnodar Territory, Astrakhan Region, Volgograd Region, Rostov region. As a result, the typical characteristics of the socio-demographic and moral-psychological characteristics of the personality of a corrupt criminal were identified. It has been established in which areas of activity corruption crimes are committed. It is noted that the full- scale implementation of the principle of the inevitability of criminal liability for corruption crimes in the regions of the Southern Federal District is to some extent hampered by the specifics of the local mentality. It is proposed to take this circumstance into account when building an anti-corruption security system, and specific practical proposals are formulated
