- Abstract
Corruption is a complex socio-legal phenomenon with a long historical background. Despite centuries of efforts, no state has succeeded in establishing a governance system that fully eradicates corruption. Corruption undermines political stability and national security, significantly hinders economic development, impedes efforts to combat organized crime, poverty, unemployment, and low living standards, and negatively affects environmental protection and the rational use of natural resources. In recent years, despite a challenging geopolitical context, the Russian Federation has allocated substantial budgetary resources to address social issues, develop healthcare and education, and enhance the productivity of both civilian and defense industries. In this regard, the effective implementation of anti- corruption criminal law prohibitions and the inevitability of punishment for their violation are of particular importance. At the same time, there is a clear trend towards strengthening the preventive aspect of anti-corruption activities carried out by law enforcement agencies. This article argues that ensuring the unity of corruption prevention and combating measures can significantly improve the effectiveness of anti-corruption efforts. The study analyzes key indicators of the detection and investigation of corruption-related crimes, with a focus on the practices of the Main Investigative Directorate of the Investigative Committee of the Russian Federation for the Krasnoyarsk Territory and the Republic of Khakassia. The article also discusses challenges in prosecuting certain categories of individuals for receiving illegal remuneration and presents regional experience in preventive anti-corruption work achieved through interdepartmental cooperation
