Abstract: The paper considers Manchuria and the CER (Chinese Eastern Railway) as a historically formed in 1917 foreign centers of Russian settlement on the territory of North-Eastern China. Through a brief analysis of the relations between Russia and China in the period from 17th to the beginning of 20th centuries the author shows periods of active development on the territory of the neighboring state made by Russians citizens
