Abstract

At present, the development of Russia’s East including its northern and Arctic territories is essentially corporate and sectoral. The problem is lack of system spatial development policy that takes into account possible climate change, military-political and environmental aspects and the appearance of new efficient technologies and approaches for nature management. The paper presents the Russia’s potential assessment using the “Arctic Nations Triangle Index”. It is shown that cooperation with China focused on the natural resources supply may conflict with the purpose to modernize Siberian economy
