Abstract

In the past two decade a growing interest in regional innovation systems and regional innovation policy in the world has emerged also. There are huge differences between regions (as well as countries) in such attributes as economic structure, R&D base, institutional set-up and innovation performance. Innovation policy, as well as innovative activities are very different in the central and peripheral, in the old industrial regions and new raw-material regions. So, a technological innovation capability is one of the decisive factors of economic development and competitiveness improvement of regions with raw-material specialization. Increased costs on mining take place in the world. This dictates the urgent need for the development and use of new technologies. Common features of the most successful national innovation policy in countries with raw material specialization identified. Among them: an adequate institutional environment, and adequate forms of financing. As a result, raw-material branches abroad are often seen as and serve in practice as “drivers” of socio-economic development. Analysis of strategic documents of the long-term socio-economic development and innovation policies (in relation to the basic raw-material regions of Siberia) was carried out. These strategies have some methodological and practical weaknesses. Among them, a rather poor understanding of the regularity of the modern resource economics development, a superficial assessment of the place and role of rawmaterial branches in a regional economy. Innovative systems of Russian regions are characterized by deficiency or absence of relations within and between subsystems. This also applies to the relationship between the innovation sector and raw materials companies in the region. Comparison of Russian and foreign experience is made. On this basis, some recommendations on the justification of innovation policy for raw-material regions are formulated
