Abstract

Currently, Eastern Siberia is the fastest growing oil and gas province in Russia. For Siberian regions is particularly important increase in the socio-economic effects from the development of oil and gas sector (OGS). Unfortunately, direct tax effects tend to decrease. Under these conditions, the key area to increase the social value of the oil resources is the development of local contractors and suppliers for the needs of OGS. A number of features of development of the oil and gas industry in the east of Russia form the prerequisites for the establishment and successful development of a competitive local service companies (including high-tech), contractors and suppliers. These features and advantages include: • an increase in the volume of drilling, in the demand for oil field services and equipment for the OGS; • developed scientific and educational complex, and human capital in southern Siberia, which creates prerequisites for innovation in oil and gas sector, as well as contractors and suppliers; • geographical proximity to Asia-Pacific countries, especially China – the largest consumer of oil and gas resources and possible partner for the organization of new production for the needs of OGS; • remoteness of the oil fields of Eastern Siberia from the main Russian suppliers. These circumstances create a “window of opportunity” for the development of Siberian contractors and suppliers. Development of oilfield services, contractors and suppliers of equipment, materials and components can create conditions for sustainable and lasting contribution OGS to socio-economic development of the regions of Eastern Siberia. The results of such an approach will be less dependent on the oil prices, on the government tax policy, on the stages of development of oil and gas fields
