- Abstract
The subject of consideration is the problem of obtaining social- economic effects on the territory of the application of major investment projects related to subsoil usage. Nowadays, several of such projects in industrial and mining sphere are implementedat the Arctic zone of Russian Federation and the Krasnoyarsk Territory. Unfortunately, issues of realization of these projects and development of a territory are solved independently. Moreover, the problems connected with regional social- economic effect do not covered at all. Thus, cluster model of development would become one of the instruments for obtaining these effects. Cluster in this case may connect the main production with providing and related industries, as well as staff-training activities and activities for the infrastructure development. Methods of establishing of clusters may be different from reduction of tariffs and tax-free “holidays” for cluster members to license agreements which regulate the usage of products and technologies. One type of cluster model may be the territory of advanced development
