Abstract

Status and current situation with implementation in Russia strategic environmental assessment (SEA) – one of the key international standards in the field of environmental protection are described in the article. Also procedure and specific the benefits of the SEA in comparison with EIA is covered. The main idea of the SEA is to assess the potential impact of the implementation of the strategy prior to its approval. The purpose of SEA is to ensure high level of environmental protection through the careful consideration of environmental, including health-related, considerations in the development of plans and programs on the basis of clear, transparent and effective procedures and taking into account the views of all stakeholders. SEA is widely used in different kinds and forms in different countries, however, the experience of applying SEA in Russia is limited to a few pilot projects. Current trends indicate that in the near future the situation could change when the legal framework for SEA will be agreed. However nothing prevents to apply the SEA voluntary
