Abstract: The article is devoted to the problem of determining the legal nature of compensation for violation of the rights of citizens and legal persons to be tried within a reasonable time and to the execution of a judicial act within a reasonable time. The author concluded that the need to recognize the States obligation to pay compensation for this special kind of tort not previously provided by civil legislation.
