Abstract: The article considers the need of agglomerative development for the purpose of solving the key problems of the Russian cities: traffic congestion, development of the real sector of economy (industry) and territorial planning. We analyze the basis of each of the above named problems and prove that it is impossible to find the solutions of the presented problems inside a particular megalopolis.
