Abstract: New restrictions on the possibility of effective forecasting and planning of the future and use of traditional technologies for developing strategies, due to the high rate of generation of scientific knowledge and related technological changes are analysed and discussed. The reasons for the instability of traditional management systems, irrationality and ineffectiveness of management decisions are considered. Basic foundations of optimistic development strategies and necessary procedures for their coordination of interests are proposed
