Abstract

Over the past decades, significant forces and factors have fundamentally changed the nature and characteristics of the labor market in both developed and developing countries. The structural demand for workers and labor supply have changed, and the perception of the professional and qualification potential of workers has changed. Many institutional systems (labor market, vocational education system, etc.) have formed a competency-based paradigm in the preparation and use of specialists’ labor. In the context of digitalization, new (online) labor markets bring both desirable impulses and new challenges. For researchers, this is an additional opportunity to obtain significant analytical information through specialized Internet portals and services about the key driving forces, new trends and problems of the modern labor market. Difficulties are connected with the need of development of a new methodology that allows one to observe and adequately evaluate transformation processes. This article is devoted to the study of the following questions: what knowledge are in demand, abilities and skills (competencies) are identified when using big data, what the dynamics of the Russian labor market look like based on it. The solution of the first question is associated with the development by the author of a technical methodology and computational architecture for the collection and analysis of job vacancy texts and resumes collected from Russian “job” sites for the period from 2019–2023. The dynamics of the labor market were studied using statistical methods based on the created taxonomy of competencies. In interpreting the results obtained, two problems are emphasized. Firstly, is there a shortage/inconsistency in the competencies of workers in the Russian labor market? Secondly, how much the paradigm and practice of perception of competencies in the Russian economy is changing, and how this factor is reflected in the incentives for the further development of the professional and qualification potential of workers in Russia
